Going, Going, Gone

In a series of four blog posts, Off the Charts explains what has happened to the Temporary Assistance for Needy Families (TANF) program since the enactment of “welfare reform” in 1996. Among other findings,  the reform sparked a continuous decline in the number of families receiving assistance and the decline has continued irrespective of the health of the larger labor market.

As the graph below shows,  only 27 of every 100 families in poverty participated in TANF in 2009, down from the 1996 level of 68 out of every 100  poor families.

A Demographic Tipping Point

William Frey of The Brookings Institution writes that America has reached “its demographic tipping point.”  According to Frey, data from the 2010 Census show that 49.8 percent of infants under age were were members of a racial or ethnic minority group.

Moreover, as the map below shows, infants belonging to racial and ethnic minority groups account for “at least 40 percent of infants in more than half of all states, with the white share of infants declining in all of them, with the exception of the District of Columbia.”
